UniformParemeter Builder 2018 - v1.1 According to the ongoing discussion in this thread (https://www.evo-web.co.uk/threads/pes-2 ... ams.77949/) here's the tool that re-builds/extracts entire UniformParameter.bin file

UniformParameter.bin seems to be the new go-to file for each and every .bin kit config file.
By the looks of it, Konami is en-route of abandoning individual .bin config files laid out throughout the directory tree and using one centralized file containing all those individual .bins

V1.1 Changelog

• added the reverse functionality - now you can also extract all .bin files embedded into single UniformParameter.bin
• fixed %-finished calculation during the packing process
• added msg-box alerts indicating that packing/extraction processes are finished
